1998-Present

Housing Programs encompass the HUD Section 8 Housing Choice Voucher Program, Family Self Sufficiency Programs and our HUD Housing Counseling Program including the HUD Section 8 Home Ownership Program.

Kathleen O’Brien has worked with Section 8 and other housing programs for the past 20 years. Along the way she developed expertise in designing and implementing programs such as Project-Based Assistance, Family Self-Sufficiency, and HOPE for Elderly Independence, Veterans Administration Supportive Housing, Family Unification and Section 8 Homeownership.  She also administered a Moderate Rehabilitation Program covering 550 scattered units, leased-up and managed a small FmHA-515 project, and worked as a project development specialist for about a year. Since 1998, Ms. O’Brien has held the position of Vice President for Housing Programs at Belmont Shelter Corp.  In this capacity she manages some 40 employees who administer 5200 vouchers and moderate rehabilitation units, conduct  HQS inspections, counsel potential homeowners, assist clients in becoming self-sufficient, and provide all sorts of housing-related information.
