Health Insurance Reform
IIABNY members are concerned about the health insurance market from the perspective of providing cost effective coverage to consumers, and as businesses that must provide coverage to employees. We oppose legislation which adds to the cost of health insurance by mandating certain benefits. However well meaning this type of legislation may be these proposals add to the cost of health insurance. The cost of health insurance has a major impact on the cost of doing business for our members. There are many bills introduced each year to mandate various new benefits. We urge legislators and regulators to examine these proposals together as their enactment can significantly add to the cost of health insurance.
Additionally, we believe that increased use of Health Savings Accounts (HSA’s) and high deductible health plans, as allowed under the Medicare Modernization Act of 2003, can be significant tools for businesses and consumers to effectively manage their health costs. However, HSA’s are allowed only with high deductible health plans and traditional managed care companies are restricted from selling these high deductible policies under current New York State law.
Action Needed:
Remove legislative and regulatory impediments to expansion of Health Savings Accounts (HSA) and high deductible health plans in New York.
